Uppfærð áætlun um skiptingu Sýrlands

Strategistarnir vestra áforma óháð hávaðanum kringum Hvíta húsið. Hugveitan RAND Corporation er hluti af bandaríska stjórnkerfinu, nánar tiltekið sérhugveita fyrir herinn. Hún hafði birt „Peace plan for Syria“ 2015 og 2016 og birti nú í febrúar „Peace plan III“. Hún viðurkennir nýleg áföll í Sýrlandsstríði, tapaða orustu í Aleppo, en aðlagar strategíu heildarstríðsins að því. Það tekst ekki að fella Assad í bráð, en strategían um skiptingu landsins (oft kölluð plan B) blífur: „ Aleppo’s fall thus effectively ends any realistic threat the opposition posed to Assad’s grip on power and consolidates the regime’s control over most of western Syria, with the exception of much of Idlib province, the Damascus suburb of Eastern Ghouta, and some isolated pockets elsewhere... it is likely that the sort of outcome we propose would develop as a hybrid of broad, top-down agreements negotiated by diplomats and local understandings reached by parties on the ground. In this sense, like in Bosnia in the mid-1990s, peace will have been facilitated by demographic changes on the ground, external agreement to those changes, and the exhaustion of the fighting parties.“ RAND birtir þarna kort sem sýnir hvernig menn sjá fyrir sér stórveldalausn þar sem Tyrkir ráða norðlægum landamærasvæðum Sýrlands en öðrum svæðum austar haldi Syrian Democratic Forces þar sem kúrdneska YPG sé ráðandi afl og njóti vestrænnar verndar og loks komi súnní-ráðandi belti niður suðaustur Sýrland, kringum Raqqa og Deir Ezzor, nú undir ISIS, sem verði undir „alþjóðlegri stjórn“: ...We therefore recommend that the United States propose to put Raqqa province, once liberated, under an interim international administration, thereby creating a neutral area held by neither the regime nor the opposition, pending the ultimate resolution of the civil war.“ Þetta er einmitt svæðið þar sem leyniþjónustan DIA sá 2012 fyrir sér framtíðar „furstadæmi salafista“ og sá það „jákvæðum augum“.
